Somali president addresses corruption, Jubbaland

Somali President Hassan Sheikh Mohamud focused his first speech since his election in September on corruption, security and the formation of a Jubbaland state, Somalia’s Garowe Online reported.

Mohamud, speaking in Mogadishu Wednesday (November 14th), said his administration is building independent supervisory organisations separate from the Ministry of Finance to regulate money given to Somalia.

In June, a UN report on Somalia said 70% of revenue for the Transitional Federal Government was lost through corruption, theft or waste.

Mohamud also said he supports the formation of the Jubbaland state and would let the process, backed by the Intergovernmental Authority on Development, go on without interference.

“I am not saying that Mogadishu will dictate the officials that make up the Jubbaland state, that process belongs to the community of those regions,” he said.

The formation of a Federal State of Somalia under Somalia’s provisional constitution requires two or more regions to agree to form a state. Jubbaland would include Lower Jubba, Middle Jubba and Gedo.

Kenya, whose military played a leading role in pushing al-Shabaab from Kismayo, has been supportive of the formation of Jubbaland.
